Which Republican candidate is best for the special needs community?

The United States Presidential Election is 266 days away and currently all the focus is on the Republican candidates for president. Aside from all the mud slinging their have been a number of issues discussed: Health care, unemployment, the economy, immigration and the usual election year issues.

Funding for the Special Needs Community

One issue that has not been brought up in any any of the debates or campaign stops is the concerns of the special needs community. Aside from one 9 year old boy not a peep has been mentioned about Autism Insurance Reform, employment for those with special needs, and funding for special education departments in schools.
